Staff Correspondent
JMB killed at least 64 people including Rajshahi University teacher Prof Mohammad Yunus and two Jhalakathi judges, and carried out more than a thousand bomb attacks across the country between 2000 and 2005.
The militant Islamic fundamentalist group killed at least 22 people in Rajshahai division alone, according to Rapid Action Battalion (Rab) and intelligence agencies.
The identities of the people killed by JMB, ranges from common people to progressive teachers, intellectuals, judges, militant outlaws, religious persons and others, whomever it considered a barrier to establishing its Islamic state. Other than crying wolf at the step motherly attitude of the central
government, what have we done to bring to the news the terrible state of
education back home? We have the unique distinction of spending the least
amount on education among al the states and union territories. We have
chided by the Planning commission, HRD, and other departments for either
failing to implement or poor execution of various schemes funded by the
Central Government such as Sarva Sikshya Yojna.
Most of our state schools, colleges, and universities do not have
equipments, building, teachers, and other facilities to impart education.
Again we sunk to such a level as people, and quality of administration and
governance that bizarre incidence like faculties promoted and assigned to GM
College Sambalpur were asked to report and teach at Ravenshaw College,
Cuttack. Even a premier college in Orissa such as GM College has only 35%
of approved faculties currently on assignment at the college. For various
reasons, the rest of the 65% of the faculties are either not hired or are on
leave. One can imagine if this poor state of education could prevail at GM
College, then what would be the state of education at other lesser known
colleges. Here is what supposed to have happened. To fill two of the
senior faculty positions, the state promoted and asked the two promoted
teachers to join GM College but should report for duties and teach at
Ravenshaw College. Obviously these people who got promoted wanted to get
their promotions and yet live near their homes. Through clever manipulation
they wanted to get the cake and wanted to eat it their way.
How we would have responded if HRD hired two faculties for NIT Rourkela and
asked them to teach at NIT Durgapur? Why do we scream at the state of
neglect of HRD when we keep quiet at the poor state of education outside
Bhubaneswar and Cuttack?
We must ask the state to publish by districts
1. The level of government funding for education
2. The total number of teachers (total number of positions and current
number of positions filled)
3. Students drop out rate
4. and other key measures
We must have a white paper on the state of education and the remedies.
Outside of Bhubaneswar and Cuttack, all one can see is the darkness of
ignorance and the pathetic state of governance. No doubt our Chief Minister
writes a lot of letters to HRD, Ministry of Transportation, Ministry of
Commerce, and Prime Minister Secretariat to highlight the apparent lack of
central funding in the state. What about Mr. Chief Minister about your own
record and poor governance? Other than MOUs what have you got for the
state?
